For adversaries like China, Russia, and Iran, who support the same kind of polarizing fringe activism as Barack Obama and Tides, these same groups represent a strategic opportunity to weaken their primary global rival by amplifying internal strife, eroding public trust in democratic institutions, and distracting the U.S. government with domestic crises.

This alignment becomes particularly visible in groups that promote anti-interventionist or anti-imperialist rhetoric.

Russia and Iran, much like China, have a vested geopolitical interest in seeing the United States withdraw its military and economic influence from their respective spheres of interest—Ukraine and Eastern Europe for Russia, and the Middle East for Iran.

Consequently, foreign influence operations often amplify the voices of American activist groups that protest U.S. foreign aid, military alliances, or sanctions.

For example, investigative reports have highlighted how networks linked to figures like Neville Roy Singham funnel money into organizations that echo Beijing’s talking points, while U.S. intelligence has simultaneously identified Russian and Iranian campaigns that boost domestic American movements—such as anti-war protests or divisive social justice campaigns—to sow chaos.

Ultimately, while the Tides Foundation may view its funding as a way to support grassroots activism for a “better” America, foreign adversaries view that same activism as a “digital battlefield” or a tool of “hybrid warfare.” Russia and Iran specifically utilize state-sponsored media and covert funding to hijack or boost the visibility of radical domestic groups, knowing that the more the American public is divided by internal radicalism, the less capable the U.S. is of projecting power abroad.

This creates a “dark money” ecosystem where domestic ideological goals and foreign sabotage efforts unintentionally fund the same front lines of American dissent.
