Ukraine Funding, Captagon, October 7, and Victoria Nuland

The timing, the drug, and the money

October 7 did not come out of nowhere.

For two years, I have been examining the connections between the October 7, 2023, Hamas attack on Israel, the war in Ukraine, the Captagon trade, and the political maneuvering surrounding American foreign aid. I have returned to these questions across six blog posts, tracing a chronology that I believe deserves closer scrutiny.

On November 7 and 8, 2026, I brought these threads together in two posts on X. The first began with a question about Captagon. The second examined the timing of the attack, the subsequent movement of money, and the role of Victoria Nuland.

The question is not simply what happened on October 7. It is whether the events surrounding it were connected in ways that have not been adequately examined.

The question of Captagon

On November 7, 2026, I asked the following question in reply to @Panchenko_X:

“Could this have been the source of the captagon used by Hamas on October 7?”

I was referring to several posts from the spring of 2022, when reports were circulating about Captagon use in the Ukraine conflict.

On April 28, 2022, Anabel VilleroY described Captagon as “a drug that first came to prominence during the Islamic State’s middle east terror wave.” She also wrote that it had “reportedly reemerged in #Ukraine, fueling Azov neo-Nazi militants who use the meth-like substance in theater to overcome fear of death.”

On April 5, 2022, Caroline Rose announced the publication of a report she had spent more than three years researching with Alex Soderholm: The Captagon Threat: A Profile of Illicit Trade, Consumption, and Regional Realities, published by the New Lines Institute.

These posts caught my attention because Captagon was not a new phenomenon. It had already been associated with armed conflict, illicit trafficking, and the behavior of combatants.

The question I raised was whether the Captagon reportedly used by Hamas on October 7 could have originated within, or moved through, networks connected to the Ukraine conflict.

That is a question of provenance. The posts I cited establish that the subject was being discussed in 2022. They do not, by themselves, establish a supply chain connecting Ukraine to Hamas. But the possibility is worth examining, particularly in light of the subsequent reports concerning Captagon and October 7.

The timing: September 29, October 2, October 7

The next day, November 8, I published a thread that began with the chronology.

September 29, 2023: the House stripped Ukraine funding from the budget.

October 2: according to the timeline I had cited in my earlier writing, the attack was approved in Iran.

October 7: Hamas attacked Israel.

That sequence is the starting point of my argument.

In my February 9, 2024, post, “Once Again, Israeli Citizens Betrayed by Traitors for the NWO,” I examined the relationship between the loss of Ukraine funding and the events that followed.

The funding issue had already been the subject of my January 27, 2024, post, “J6 related.” There, I described how Ukraine funding was removed from the spending package at the end of September 2023, only to become part of a renewed effort to secure supplemental funding in the weeks after October 7.

By October 11, the administration was working to restore Ukraine assistance by combining it with additional funding for Israel.

The sequence is politically significant. Ukraine aid had become increasingly contentious in Washington. Israel, following the October 7 attack, was facing an urgent security crisis. Combining the two funding requests created a different political environment in which to pursue the money.

This is a documented legislative sequence. My interpretation is that the relationship between the events deserves more scrutiny than it has received.

The chronology also appears in my March 12, 2024, post, “Manufacturing WWIII,” and my April 15, 2024, post, “I call on Interpol, the DHS and FBI to deter ‘A15action.com’ and arrest those responsible.”

In April, I returned to the timing of the October 7 attack in relation to the subsequent April 14 attack on Israel and the broader question of Iranian funding.

The recurring issue was the same: the relationship between foreign policy, the movement of money, and the crises that make new spending politically possible.

The Calendar, the Funding Cut, and the “Insurance Policy”

The calendar tells a story of its own. The red boxes highlight three dates that I believe are essential to understanding the sequence of events leading up to the October 7 attack and the subsequent shift in American foreign-aid policy: September 11, September 29, and October 6, 2023.

September 11 marks the beginning of the critical legislative period. Congress was negotiating the regular government funding bills, while the White House was seeking additional supplemental assistance for Ukraine. The question of how much more money the United States would commit to the war was becoming increasingly contentious.

September 29 was the eve of the September 30 fiscal-year deadline. Congress passed a last-minute continuing resolution to prevent a government shutdown. The measure kept the government operating but left out additional funding for Ukraine. The standalone Ukraine funding effort had lost momentum. The money was no longer included in the immediate spending package.

October 6 was the final day before the October 7 attack on Israel. It represents the baseline: the state of American foreign-aid policy immediately before an event that would dramatically alter the political landscape in Washington.

This is where the words “INSURANCE POLICY,” superimposed across the September–October timeline, become significant.

The phrase captures the political mechanism I have been examining. Ukraine funding had become difficult to pass on its own. Israel, following the October 7 attack, faced an urgent security crisis and commanded broad bipartisan support in Congress. In the aftermath, administration officials began discussing the possibility of combining new security assistance for Israel with the stalled Ukraine package.

The political logic was straightforward. Linking the two funding requests could provide Ukraine with the legislative protection it had lost when its funding was stripped from the budget. Israel’s urgent security needs could become the vehicle through which contested Ukraine assistance returned to Congress for approval.

In this sense, Israel aid functioned as an “insurance policy” for Ukraine funding: a means of securing support for one foreign-policy commitment by attaching it to another that had become politically compelling.

The calendar does not, by itself, establish that the October 7 attack was planned to produce this legislative outcome. That is a separate and far more serious question, requiring direct evidence of planning, communications, and intent. But the sequence is striking. Ukraine funding was removed at the end of September. Israel was attacked days later. The two aid packages were subsequently linked.

My question is not simply whether the timing was unusual. It is whether the political and financial consequences of October 7 were anticipated, exploited, or deliberately engineered.

The calendar is a starting point. The “insurance policy” is the question that remains.

Captagon and the brutality of October 7

Captagon is the second thread.

Reports concerning the use of Captagon by Hamas attackers on October 7 have raised questions about the drug’s role in the assault. The extreme brutality of the attack, including sexual violence, has also led to questions about the psychological and operational conditions under which the perpetrators acted.

I have argued that the brutality was not incidental. I believe it was central to the attack’s strategic effect: to terrorize Israeli civilians, provoke a response, and create consequences extending far beyond the immediate battlefield.

But the role of Captagon must be examined carefully. Evidence that individuals used a drug does not, by itself, establish who supplied it, where it originated, or whether its use was part of a centrally directed plan.

In December 2024, the Captagon issue became more prominent with reports of the discovery of millions of pills at facilities associated with Maher al-Assad’s Syrian regime, including Division 4. On October 16, 2024, the U.S. Treasury Department also targeted Hezbollah-linked Captagon trafficking.

These developments reinforced the importance of examining Captagon as a regional illicit economy, rather than treating it as an isolated substance associated with a single conflict.

My December 11, 2024, post, “Captagon, October 7, Treasury Dept., and DOGE Endangers National Security,” brought these issues together.

In August 2025, I returned to the relationship between October 7, propaganda, and the Russia-Ukraine conflict in “Russia, Propaganda, and October 7.”

My argument was that the attack’s brutality, and the inevitable Israeli response, could become part of a larger information campaign. The destruction and suffering that followed could be used to frame Israel’s actions in terms that would delegitimize the country regardless of the military or political circumstances.

I believe the propaganda consequences were foreseeable. Whether they were deliberately engineered as part of a larger operation is a separate question that requires evidence.

Victoria Nuland and the money

The third thread is Victoria Nuland.

In the aftermath of October 7, the effort to restore Ukraine funding was increasingly tied to additional assistance for Israel. I have repeatedly returned to Nuland because of her central role in American policy toward Ukraine and because of the broader questions surrounding the political decisions that preceded and followed the attack.

The question is not whether Nuland was involved in U.S. policy toward Ukraine. She was. The question I have raised is whether the events of October 7 were exploited to secure funding that had just been removed from the budget—and whether there was a deeper relationship between the attack and the subsequent political maneuvering.

I have written about Nuland several times.

In October 2022, I published “Is This Zelensky Shaking Victoria Nuland’s Hand At The Maidan Uprising?” The post examined a moment in Oliver Stone’s 2016 documentary Ukraine on Fire and the broader history of Nuland’s involvement in Ukrainian politics.

The leaked 2014 telephone conversation between Nuland and U.S. Ambassador Geoffrey Pyatt is particularly relevant. In it, the two discussed the political future of Ukraine and the relative roles of opposition figures. The recording became a significant episode in the debate over American involvement in Ukraine’s political transition.

In March 2023, I published “‘Victoria Nuland.’ Streamed 11 MONTHS AGO!” My concern was the concentration of destructive power in the hands of a single policymaker.

Then, on October 12, 2023, I published “Arrest Victoria Nuland.” I argued that Nuland had abused her office and raised the possibility that she had masterminded a broader operation involving Ukraine funding and Iran.

That was my allegation. It remains an allegation, not an established finding. The chronology and the policy decisions are matters of public record; the claim of a coordinated operation involving Nuland and the planning of October 7 requires evidence that goes beyond those facts.

I also linked to Gonzalo Lira’s March 27, 2022, video on Nuland, which had examined her role in Ukraine.

The question I continue to ask is whether the political and financial consequences of October 7 were anticipated, exploited, or deliberately engineered.

What was the “insurance policy”?

There is one more question from my November 8 thread that I want to leave open:

“What was the ‘insurance policy’?”

The phrase carries a particular significance in the context of American political history. It raises questions about what political actors anticipated, what contingencies they prepared for, and what mechanisms they believed would protect their interests.

I am not asserting that the phrase establishes a connection to October 7. I am asking whether it should be examined in the context of the chronology I have laid out.

The through-line

Across two years of writing, I have returned to three elements: the timing, the drug, and the money.

October 7 occurred immediately after Ukraine funding was removed from the budget. Reports concerning Captagon use by the attackers raised questions about the drug’s origin and supply networks. In the aftermath of the attack, Ukraine funding returned to the center of the congressional debate, bundled with aid for Israel.

Those are the elements of the chronology.

My broader interpretation is that the war in Ukraine, the conflict with Iran, and the October 7 attack are part of a larger geopolitical struggle in which crises can be used to advance policies that might otherwise face greater resistance.

I believe the objective of the policies I have criticized is to weaken Russia and reshape the international order through prolonged conflict, financial dependency, and expanded state control in the name of security.

I also believe that Ukraine has become a vehicle for interests that extend beyond the defense of Ukraine itself. The costs of the war, the treatment of dissent, and the consequences for Ukrainian civilians deserve scrutiny independent of the geopolitical narratives used to justify it.

These are serious claims. They should be examined through evidence, not dismissed because they challenge the prevailing interpretation of events. At the same time, a sequence of events is not, by itself, proof of a coordinated operation. Establishing that would require direct evidence of planning, communications, financing, and the identities of those involved.

That is precisely why I continue to ask the questions.

The November 7 thread began with Captagon. The November 8 thread followed the money. Both returned to the same issue: whether the events surrounding October 7 were connected in ways that remain insufficiently understood.

Read the posts. Follow the timeline. Examine the sources.

Draw your own conclusions.

But do not tell me the timing was a coincidence without first examining it.
