What the 9/11 record says America missed — straight from the source documents.

I went through the GPO 9/11 Commission Report and the declassified Presidential Daily Briefs in my research files. Here is what the record itself shows:

1. The system was “blinking red.” Those are CIA Director Tenet’s words to the Commission about summer 2001. Threat reporting was at unprecedented volume. Chapter 8 of the report is titled “The System Was Blinking Red.”
2. August 6, 2001: the President received a PDB titled “Bin Ladin Determined To Strike in US.” It described FBI investigations into suspicious activity “consistent with preparations for hijackings” and noted surveillance of federal buildings in New York.
3. The Phoenix memo. July 2001: an FBI agent warned that Bin Ladin might be sending students to U.S. flight schools, with four recommendations. None were acted on. Headquarters managers never saw the memo until after 9/11.
4. Two hijackers, known and unflagged. The CIA knew Mihdhar and Hazmi were inside the United States and did not watchlist them or tell the FBI until late August. The Commission’s own words: “The simple fact of their detention could have derailed the plan.”
5. The verdict. The Commission concluded 9/11 revealed four failures: imagination, policy, capabilities, and management.

The warnings were not absent. They were unconnected, unread, and unacted on.
