Maria Farmer: An Early Warning That Went Unheeded

In 1996, the Farmer sisters reported encounters with Jeffrey Epstein and Ghislaine Maxwell that occurred in separate locations. Annie Farmer, then 16, alleged that Epstein and Maxwell sexually abused her at Zorro Ranch in New Mexico. Maria Farmer alleged that they sexually assaulted her later that year at a property in New Albany, Ohio. Maria said security personnel initially prevented her from leaving the Ohio property. These were separate incidents, not a joint visit by the sisters to Zorro Ranch.[1][2]

In August and September 1996, Maria reported alleged crimes involving Epstein to the New York Police Department and the FBI. She warned authorities about abuse involving her younger sister and about photographs of her underage sisters that she said Epstein had stolen. Authorities did not take the action she sought.[3][4]

Department of Justice records released in December 2025 confirmed the existence of a 1996 FBI complaint concerning Epstein and child pornography. The document was stamped September 3, 1996. Although the complainant’s name was redacted, Maria’s attorney identified the complaint as hers.[4]

Maria had already filed a federal lawsuit in May 2025 accusing the government of failing to act on her warnings. The release of the FBI record came afterward; it did not prompt the filing of that lawsuit.[2][4]

The question is not only why those warnings went unheeded. It is also whether the operation that subsequently developed around Epstein was entirely his own.

The Hypothesis

The working theory is that Jeffrey Epstein was not the apex of his own operation. On this view, Zorro Ranch in Stanley, New Mexico, served as a private site for genetic and behavioral research; Ghislaine Maxwell acted as his handler rather than only his companion; and Epstein functioned as a cutout—a front man who kept funders and backers at a distance from the activity.

That is a hypothesis, not an established finding. The sections below distinguish what the record supports, what rests on testimony, and what remains inference.[5]

The Acosta Account: “Belonged to Intelligence”

One of the most frequently cited pieces of the intelligence argument concerns Alexander “Alex” Acosta, the former U.S. attorney involved in Epstein’s non-prosecution agreement—not “Jeffrey Acosta.”

In a July 9, 2019, Daily Beast article, journalist Vicky Ward reported that a former senior White House official had described Acosta’s explanation to the Trump transition team when he was being considered for labor secretary. According to that account, Acosta said:

“I was told Epstein ‘belonged to intelligence’ and to leave it alone.”[6]

The attribution matters. This was not an on-the-record statement by Acosta to Ward, a finding by a court, or sworn public testimony confirming that Epstein was an intelligence asset. It was Ward’s reporting of an anonymous official’s account of what Acosta allegedly told transition interviewers.[6][7]

There is also a subsequent denial. Reporting on Acosta’s September 19, 2025, appearance before the House Oversight Committee states that he denied making the comments and said he had “no knowledge as to whether [Epstein] was or was not a member of the intelligence community.”[8]

The reported remark belongs in an examination of the cutout hypothesis because it directly raises the possibility of protection connected to intelligence. But its disputed, secondhand provenance prevents it from establishing that relationship.

What Is Documented About the Ranch and Genetics

The supplied property record describes Epstein’s acquisition of the first Zorro Ranch parcel on March 1, 1993, from the family of former New Mexico Governor Bruce King. The property grew to approximately 10,000 acres, with a 28,636-square-foot main house built in 1999, eight guest houses, staff cabins, stables, a firehouse, a seven-bay heated garage, an airstrip, and a helipad. Title passed from the Zorro Trust to Cypress, Inc., a U.S. Virgin Islands corporation, in 2011.[5][9]

The New Mexico Survivors’ Truth Commission’s interim report describes Epstein’s reported plan to use the ranch to “seed the human race with his DNA” by impregnating multiple women there. The draft also notes that the idea appeared in press reporting in 2019, although that earlier article was not included in its original source list. A reported reproductive ambition is not, by itself, evidence that the plan was implemented.[5][10]

Epstein’s science patronage supplies another part of the context. The draft identifies more than $275,000 in donations to the Santa Fe Institute and support for individual scientists. It also identifies Murray Gell-Mann, Geoffrey West, Seth Lloyd, Lawrence Krauss, and Harvard mathematician Martin Nowak among scientists associated with ranch visits or discussions involving evolutionary dynamics, artificial intelligence, and quantum computing.[5]

Nowak’s field, evolutionary dynamics, is the closest overlap identified in the draft between Epstein’s funding and genetics-adjacent research. But financial support for science, scientific meetings, and a reported wish to father many children remain distinct from evidence of experimentation on captive people.

Medical Equipment, the Dental Practice, and Surveillance

The Ranch’s Dental Infrastructure

The draft identifies a July 2015 application by Dr. Karyna Shuliak for a New Mexico dental license under the practice name “Zorro Smiles,” at 49 Zorro Ranch Road. It also describes released emails involving orders for oxygen, anesthetics, and a dental chair pump for the ranch. Shuliak was Epstein’s girlfriend and was identified in the supplied reporting as a major beneficiary of his final trust.[5]

In June 2026, Annette Church testified under oath before New Mexico lawmakers that a tracking device and a surveillance device had been placed in her teeth at Zorro Ranch without her consent. KUNM reported her testimony, including her descriptions of “trauma and torture.” That establishes that she made the allegations under oath; it does not independently establish the existence or function of the alleged devices.[11]

The Dental Chair on Little St. James

Photographs released by congressional investigators showed a room on Epstein’s private island, Little St. James, containing an apparent dental chair, masks depicting male faces, and a telephone with a speed-dial list. Reporting described the chair as mustard-yellow.[12][13]

The images prompted online speculation about sinister uses. Reporting also noted a more ordinary relevant fact: Epstein’s last known romantic partner was a dentist, and he had supported her dental education. The draft additionally describes an attempt to establish a dental practice on the island.[5][12][13]

The island room and the ranch’s dental infrastructure are separate locations. Neither the photographs nor the existence of dental equipment independently corroborates Church’s allegations about devices placed in her teeth.

Cameras and Private Spaces

Maria Farmer has alleged that Epstein maintained camera networks throughout his residences, with monitors displaying private areas, including bedrooms and bathrooms. In her CBS interview, she described cameras “monitoring private moments.”[14]

The draft also describes DOJ records and internal emails concerning concealed, motion-activated cameras placed in ordinary objects such as tissue boxes and clocks. It connects those records to speculation and survivor accounts about covert recordings of guests and victims.[5]

These are related but different propositions: that surveillance equipment existed, that private activity was recorded, and that recordings were collected for an outside principal. Evidence of one does not automatically establish the others.

Maxwell’s Operational Role

Maxwell appears in the supplied Giuffre affidavit as a recruiter and trainer of young victims. Annie Farmer reported that Maxwell gave her an inappropriate topless massage at Zorro Ranch in 1996.[3][5]

The draft also describes Maxwell signing a land appraisal concerning the ranch’s state leases while representing herself as a “disinterested third party,” a representation New Mexico’s land commissioner reportedly characterized as fraudulent.[5]

These accounts place Maxwell in operational roles: recruiting, managing victims, and handling paperwork. Those activities are consistent with the proposed handler role, but they are also consistent with the role of a trusted partner and co-conspirator.

The distinction is important. Nothing in the documents identified here shows Maxwell taking direction from an intelligence agency or an outside principal. The handler theory would become stronger with evidence that she reported to someone above Epstein—for example, financial instructions, communications, or travel arrangements made by third parties.

A separate allegation concerns her father, Robert Maxwell. Journalist Alisa Valdes-Rodriguez has alleged that he penetrated nuclear weapons laboratories with spy software on behalf of foreign intelligence. The New Republic article discusses that proposed connection, but attributes it as speculation rather than establishing it as fact. It should not be treated as proof of Ghislaine Maxwell’s role at the ranch.[5][15]

Epstein as Cutout: The Facts and the Alternative Explanation

Several features of Epstein’s operation fit the proposed cutout model:

• He held the ranch through a trust and later a U.S. Virgin Islands corporation.
• He leased approximately 1,800 acres of state land, which the draft describes as a privacy buffer.
• He developed communications infrastructure, including microwave links to Sandia Crest and numerous landlines.
• He hired a construction firm with a history of work at Los Alamos and Kirtland Air Force Base.
• His 2007 non-prosecution agreement also protected potential co-conspirators, and prosecutors withheld the agreement from victims.
• Authorities did not act effectively on Maria Farmer’s 1996 warnings, and the draft identifies March 2026 as the first interior law-enforcement search of the ranch.[5][9][10][15][16]

The Acosta account adds another disputed element: the claim that a prosecutor was told Epstein “belonged to intelligence.” But that account cannot resolve the question on its own, particularly given Acosta’s subsequent denial.[6][8]

The same operational features also fit a different explanation: a wealthy man with substantial legal protection, extensive connections, and a strong interest in privacy.

What would separate the explanations is financial and logistical evidence. Who funded Zorro Trust and Cypress, Inc.? Who paid for the medical equipment and aircraft? Who, if anyone, received information Epstein collected about powerful people? Did any outside institution direct or finance activities at the ranch?

Bergandi: Epstein as Victim and Managed Asset

Cali Shai Bergandi describes Epstein as a “manufactured” handler, front man, and “fall guy” for a broader occult intelligence cult. She says she witnessed him “very severely ritually abused” and restrained in chairs during torture sessions. She also alleges that Ghislaine Maxwell groomed her as a child aboard Robert Maxwell’s yacht and that tunnels beneath Epstein’s properties were used to move victims. These are allegations preserved in the supplied notebook summary and blog record.[5]

This is the account on which the draft’s managed-asset hypothesis relies most heavily. If independently established, evidence that others tortured or controlled Epstein would materially change the picture of his position within the operation.

Two cautions remain. First, the draft identifies this as an uncorroborated podcast account, not sworn testimony. Second, it sits alongside accounts from Giuffre, the Farmer sisters, and Church in which Epstein is described as the abuser.[5]

Those propositions are not necessarily incompatible: a person can abuse others while also being controlled or abused. But the Bergandi account has no independent corroboration in the record assembled here.

How Epstein and the Maxwells Allegedly Met

Ari Ben-Menashe, a former Israeli intelligence figure, has claimed that Robert Maxwell met Epstein during covert arms-transfer operations to Iran in the 1980s, during the Iran-Contra period, and tried to bring him into his arms network. The draft identifies this as Ben-Menashe’s allegation and acknowledges that it has no independent corroboration in the assembled sources. Ben-Menashe is a contested source.[5]

The more commonly reported chronology places Epstein’s relationship with Ghislaine Maxwell in the early 1990s. The distinction matters because Ben-Menashe’s version proposes an earlier connection through her father.[5]

Accounts in my blog record, including Bergandi’s, allege that Ghislaine groomed girls aboard her father’s yacht before working with Epstein. If corroborated, that would suggest a preexisting operation rather than one that began with Epstein. At present, it remains unverified testimony.[5]

The notes also include a decoded blind item suggesting that attorney Gerald Lefcourt represented Ghislaine in a DWI case and was subsequently referred to represent Epstein. A decoded blind item is not reliable evidence of that sequence. Whether Lefcourt represented both individuals is a question for court records or attributable reporting.[5]

The Maxwell Family Web: JPL, Jack Parsons, and Aleister Crowley

A separate line of inquiry runs through Ghislaine Maxwell’s relatives by marriage. The draft draws it from a 2019 Daily Beast article about the Maxwell family—reported under two headlines, including “Jeffrey Epstein Friend Ghislaine Maxwell Has More Skeletons in Her Family Closet Than a House of Horrors”—and my July 26, 2025, blog post, “The Link Between Ghislaine Maxwell and Aleister Crowley Runs Through Ghislaine’s In-Laws.”[5]

The chain is as follows:

1. Ghislaine is the daughter of Robert and Elisabeth Maxwell.
2. Her sister Christine married Roger Malina; her sister Isabel married Al Seckel.
3. Roger Malina’s father, Frank Malina, was a rocket scientist associated with the 1930s “Suicide Squad” and the founding history of the Jet Propulsion Laboratory.
4. Jack Parsons belonged to that rocket-development circle and was also involved in occult practice associated with Aleister Crowley and the Ordo Templi Orientis.[5]

As presented, the chain establishes a relationship by marriage across two generations: Ghislaine’s brother-in-law’s father worked with a man who followed Crowley.

It does not establish an occult or research connection between Ghislaine, Epstein, Zorro Ranch, JPL, and Crowley.

Frank Malina later left rocket work and became known for kinetic art. Nothing in the material assembled here establishes that he participated in Parsons’ rituals. The family connection should not be used to attribute those practices to him or to later relatives.[5]

The MKULTRA Connection: History Versus Allegation

The draft distinguishes two established historical subjects—MKULTRA, the CIA’s behavior- and mind-control research program associated with Sidney Gottlieb, and Operation Paperclip, which brought German scientists into American government work after World War II—from claims that those programs explain activities at Zorro Ranch. The historical existence of those programs does not establish the proposed ranch connection.[5]

Anna Starfire, who says CIA handlers designated her “Monarch 47” or “MK47,” alleges that she was born around 1956 at Wright-Patterson Air Force Base as part of a hybrid-chimera program. She describes brain implants, satellite-linked transponders, and a tracking halo allegedly placed in infancy by former SS medical personnel and Gottlieb.[5]

She also says a handler told her in the early 1970s about plans for an underground laboratory in the western United States. She asserts that Zorro Ranch was built by Nazi tunneling experts to harvest genetic material from underage victims. These are her allegations, not findings established by the documents assembled here.[5]

The chronology leaves a substantial gap. Epstein acquired the ranch in 1993, and the main house dates to 1999. A laboratory built in the 1970s would therefore have to predate his ownership by roughly two decades.[5][9]

Nothing in the sources identified in the draft reports that investigators discovered such an underground facility during the March 9–10, 2026, interior search. That absence does not conclusively disprove the allegation, but the testimony does not close the evidentiary gap.[5]

The Mengele Question

The draft places Josef Mengele’s coercive twin and genetic experiments at Auschwitz alongside Epstein’s reported reproductive ambitions and science funding. It also notes that Mengele was not a Paperclip recruit and that no document in the assembled sources ties him to Epstein or Zorro Ranch.[5]

The proposed connection is therefore a parallel between a historical model of coercive research on captive people and allegations about Epstein’s interests—not an established personnel, institutional, or operational link.

The draft also identifies Mengele’s capture and subsequent release by American forces shortly after World War II. That episode is separate from the much more consequential allegation that he later participated in experiments in the United States.[5]

Frida Halliday’s Allegations

Frida Halliday states that she and her twin sister, Claire, were enrolled as infants in MKULTRA experiments at the Stanford Research Institute in the early 1960s. She identifies a man she says was Mengele operating under the name “Dr. Green.”[5]

She recalls an incident when she was four: after shouting, “GET AWAY FROM MY SISTER!” she says the man threw her down a flight of stairs, breaking her bones. This is Halliday’s account; the supplied blog posts do not constitute independent identification of the alleged perpetrator as Mengele.[5]

Cheryl Hersha Beck’s Allegations

Cheryl Hersha Beck alleges that Mengele abused her after World War II and that her abusers instructed her to call him “Väterchen,” meaning father or daddy. She describes dislocated shoulders and hips, sexual assault, and the phrase, “Pain is pleasure and pleasure is pain.” She recalls large, black eyes and says that looking at him was “like looking into a corpse.”[5]

These descriptions remain attributed allegations. Their inclusion documents what Beck says she experienced, not independent verification that the man was Mengele.

What the Comparison Can Establish

Epstein’s reported wish to engineer a genetic legacy, his support for evolutionary-dynamics research, and the medical and dental infrastructure described at the ranch raise questions that can be investigated. They do not establish that he conducted experiments on captive subjects, much less that his activities descended from Mengele or MKULTRA. The testimony raises that possibility; the documents assembled here do not answer it.[5][10]

McGreevy: Children as Currency

Jon McGreevy, also referred to as “Ryan Dark White,” gave an account recorded in a January 9, 2021, transcript. He alleges that children supplied through Epstein’s channels were used as favors to gain entry into elite circles and create political leverage—functioning as commodities, payment, and instruments of blackmail.[5]

He also alleges that some children were taken from foster care in Wales and moved to Ireland because of more accessible adoption records. In one arrangement, he says, unrelated children were deliberately paired as siblings because that structure was “more valuable to them.”[5]

These remain unverified allegations. However compelling an account may appear, corroboration would require adoption and foster-care records, relevant court filings, and independent witnesses whose accounts do not derive from the same source.

Where the Evidence Can Be Tested

The draft identifies subpoenas directed at Deutsche Bank, JPMorgan, the FAA, and the U.S. Attorney’s Offices for New Mexico and the Southern District of New York. The New Mexico Survivors’ Truth Commission’s interim report describes an ongoing investigation rather than a completed determination.[5][10]

New Mexico’s attorney general has also sued the Department of Justice for records needed by the state’s investigation. PBS reported the state’s allegations that federal officials obstructed its probe, along with the DOJ’s response invoking victim privacy and court restrictions. The lawsuit itself does not resolve that dispute.[17]

If a cutout structure existed, financial records, flight logs, medical purchases, communications, and instructions from outside parties are the kinds of evidence that could establish it. Podcast accounts may identify leads, but they cannot substitute for those records.

The open questions are:

• Did any funder or institution other than Epstein pay for medical or research activity at the ranch?
• Did any scientist or clinician work there beyond the proposed dental practice?
• Did the 2026 search uncover evidence of underground structures or buried remains?
• Did Maxwell act on instructions from anyone besides Epstein?
• Was information collected at Epstein’s properties transferred to an outside principal?
• Is there documentary evidence supporting the disputed account that Acosta was told Epstein “belonged to intelligence”?
